You can move up to a larger package at any time; downgrades are not supported, so pick your starting size with your expected load in mind.
Every New York package is connected at 10 Gbit and includes one IPv4 and one IPv6 address. Traffic is not metered, and a fair-use rule applies: the port speed must not be saturated continuously. Ordinary web, application and database workloads are unaffected.
